
Prof. Joel Norbert
Director
Prof. Joel Nobert specializes in Water Resources, with a focus on GIS, remote sensing, groundwater and surface water hydrology, climate change adaptation, integrated water resources management, hydrological modeling, and water supply engineering. He has spearheaded the development of a water allocation model for the Kagera River Basin, a transboundary river shared by Uganda, Rwanda, and Burundi, under the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). He is a key member of the Nile Basin Decision Support System (NBDSS) and has contributed to the World Bank-funded Integrated Water Resources Management and Development Plan for Tanzania’s internal drainage basin as a water resources modeling and DSS expert. He led the development of an Integrated Water Resources Management and Development Plan (IWRMDP) for the Lake Victoria basin. He serves as a hydrologist in the Environmental and Social Impact Assessment (ESIA) for the Standard Gauge Railway (SGR) project and collaborates with the Danish Hydraulic Institute (DHI) on flood forecasting early warning systems.
Prof. Joel Nobert is also the Director of the Institute of Resource Assessment (IRA) and a Senior Lecturer at the Department of Water Resources Engineering, University of Dar es Salaam, Tanzania. He holds bachelor’s degree in civil engineering and Master’s degree in Weter Resources Engineering from the University of Dar es Salaam and PhD in Water Resources Engineering from Yokohama National University, Japan, specializing in hydrology and water resources management.
He is registered as a Researcher in the Nile Basin Capacity Building Network for River Engineering (NBCBN-RE),also as Professional Engineer with Registered with the Tanzania Engineers Registration Board (ERB) as well as Environmental Expert by National Environmental Management Council (NEMC)
